This page lists every Title III award the Department of War has put on the public record since January 1, 2025. Every row carries the recipient, the place of performance, the amount, the material or capability, the awarding office, and a link to the document it was read from. Current as of September 14, 2026.
The Department funds industrial base work from several lines and their announcements read alike. Awards under Industrial Base Analysis and Sustainment, loans from the Office of Strategic Capital, and procurements under APFIT are not Title III and are not counted here. What is excluded, and why, is set out below the table.
Sort by any column heading. The date column is the date the Department announced the award, with the award date beneath it where the two differ. For the two awards the Department never announced, the date shown is the award start date the Investment Intelligence Center carries, and the row is marked. Amounts are the obligated value the Department publishes on its Investment Intelligence Center where one exists, because it is the more precise of the two published figures. Where it does not, the figure in the announcing release is used and the row says so. Where the two differ, both are shown.

Months are grouped by the date in the first column, which is the announcement for all but the two unannounced awards. The Department often announces an award months after making it, and several announcements in this set say the government shutdown caused the delay.
A release that says the Department is investing in the industrial base is not evidence of a Title III award. These lines carry their own authorities and their own conditions, and a buyer reading a supplier's press release needs to know which one it came from.
| Line | Why it is not on this page |
|---|---|
| Industrial Base Analysis and Sustainment (IBAS) | A separate appropriation and a separate authority. Announced in near-identical language, including the phrase “Department of War invests”. The largest example in this window is the $450M Elmet Group tungsten investment (Sept. 14, 2026): its release states the redeemable preferred equity investment is made through the Industrial Base Analysis and Sustainment program, and neither “Defense Production Act” nor “Title III” appears in it. Also in this window: the $37.2M Principal Mineral Company copper foil award (Aug 31, 2026), the $22.1M radiation-testing award (Aug 31, 2026), the $174M Alcoa gallium equity investment (Aug 31, 2026), the $100M Atalco follow-on and $35.6M Trilogy Metals equity (Aug 28, 2026), and the $85.5M Strategic Bauxite USA agreement (Aug 7, 2026). |
| Office of Strategic Capital (OSC) loans | Credit, not Title III investment, and funded in this window from the One Big Beautiful Bill Act. Example: the $150M MP Materials loan announced Aug 10, 2025. |
| APFIT and direct-to-supplier equity | Procurement and equity instruments announced by the same offices. Example: the $1B L3Harris convertible preferred equity letter of intent announced Jan 13, 2026. |
Completeness. The set is complete through September 1, 2026. The Department's own running count reached seven DPA Title III investments totaling $121.1 million in fiscal year 2026 as of the September 1, 2026 release. The seven records here with a fiscal-2026 award date match that count, and their obligated values sum to $121,102,712 — the $121.1 million the Department states. Their announced figures sum to $118.7 million instead, and the difference is not rounding: for four of the seven the obligated value the Department now carries has grown since the announcement, by $319,562 to $783,000 each. The obligated values are the set that reconciles.
Fiscal year 2025 is not verified complete. The Department stated 21 DPA Purchases Office investments totaling $939.7 million in that year; twenty fiscal-2025 records are identifiable from the two published sources, and the identifiable set does not reconcile to the stated total.
Every record was read against the linked document when it was added or last amended, and the set was swept for new awards on September 14, 2026. Records marked carried were not read from a Department release and say where they came from instead.
A Title III award funds capacity. It settles nothing about where a part was produced, and it is not a Covered List clearance. The diagnostic maps a vendor bench against this list and against the Covered List.
